Microsoft has launched “Community-First AI Infrastructure,” a new plan aimed at addressing growing local backlash around the impact of data centers on electricity costs, water usage, and community resources.

Microsoft said it will ask utilities to charge rates high enough to cover the full cost of powering its data centers, with the stated goal of ensuring residential electricity bills are not impacted. The company also reiterated sustainability commitments, including a 40% reduction in water-use intensity by 2030 and new facilities using closed-loop cooling designed to avoid tapping local drinking water supplies.

The plan also includes pledges to pay full property taxes without breaks and to fund programs that train local residents for data center construction and related jobs. Microsoft framed the initiative as a model for responsible infrastructure buildout as AI-related compute demand continues to grow rapidly.

The announcement follows increasing political and community scrutiny of AI infrastructure, including pressure from lawmakers and broader calls for tech companies to “pay their own way” on energy and resource costs.
